The 1987 Nursing Home Reform Law is federal that requires nursing homes to “promote and protect the rights of each resident”. Nursing homes must meet the requirements of this law to participate in Medicare and Medicaid, which funds a substantial amount of nursing home care. The purpose of the law is to enhance the quality of life of nursing home residents, by ensuring dignity, choice and self-determination.
