UPDATE: Articles on Restraints at Juvenile Facilities

This post will continue to be updated as the story progresses. Many juvenile facilities in the state are using “the Wrap” to restrain youth in their facilities. This practice is not allowed in the adult facilities in the Arkansas Department of Corrections. Warning the images are disturbing:
