- On 5/30 12 yr old resident stated staff hit him in the face and pushed him out of bed.

Juvenile was reported missing by nurse who gave a description. After officer responded to scene, a van of staff members pulled up at the facility with the missing juvenile. Juvenile was taken back into the facility.

Staff requested to report an allegation that was called into the Child Abuse Hotline but not accepted. Staff reported that Juvenile stated that someone had touched her. Staff stated that Juvenile didn’t know where, when, or by whom.

Staff wanted to file a report with officer about an allegation.

Staff advised Officer that the previous night, another Staff member had let two residents go in the bathroom to have sex. Staff reported that around 2 hours later, that same staff member entered the residents room and began to touch them in their private area. The Resident also stated that the staff member exposed himself to the Resident. Video footage showed Staff going into Residents room for a few minutes. This was reported to Child Abuse Hotline. The Staff member went before Judge who bound the case to Circuit Court of Dallas County. Bond was set at $100,000.

Staff reported juvenile was acting out by resisting or trying to hit staff, running & hitting the walls, and throwing chairs. Staff stated they tried to calm juvenile down, but juvenile ran into the kitchen while staff were cooking and poured hot water with noodles. Juvenile was taken to ER; has 1 & 2 degree burns on lower abdomen, upper thigh, and both wrists. Hotline was called.

Caller (parent) advised that her child is at facility (in DHS custody) and she had just spoke with the child for the first time in almost 3 months. Child advised parent that they were jumped and staff would not let them contact police to file charges. Caller advised child is both homicidal and suicidal. Officer arrived on scene and reported that everything seemed to be okay with child at that time.

Upon Officers arrival, Staff stated Juvenile had walked out the front door and escaped from facility. After description was given, Officer made contact with Juvenile in an open field and took Juvenile into custody. Officer transported Juvenile back to Staff.

Escape from a Juvenile Detention Facility, Second Degree Escape
Officers were dispatched to facility (on 5/2/2020 at 1544 hours) in reference to 4 juveniles escaping. Upon arrival, Nurse advised Officer that 2 of the juveniles had been caught. Nurse didn’t know how long the other 2 had been gone for or what they were wearing. On 5/3/2020 at approximately 2150 hours, Officer was informed that 1 of the juveniles had been located in Mississippi County and the other still had a truck and would possibly burn it. After Officer informed Staff, Staff stated they would tell supervisor and make plans to pick up subject.

Caller requested officer to facility for welfare check on juvenile. Officer made contact with juvenile on scene; Juvenile was fine, facility was without power for a short time and phones were not working. Caller was informed.

Battery Third Degree, Purpose of Causing Injury
Officer spoke with Dallas County Medical Center RN in regards to Juvenile at Millcreek. RN informed Officer of bruises on Juvenile from a fight with 2 other juveniles; there were injuries on Juveniles face. Juvenile advised Officer after they had eaten dinner, Juvenile went outside when other 2 Juveniles came up from behind and started attacking Juvenile for no apparent reason. Officer advised Juvenile and supervisor how to pursue charges.

Officer dispatched for report of a runaway from Millcreek; Caller advised resident had a piece of glass and was threatening staff with it. Upon arrival, Staff advised they had gotten the resident to calm down and cooperate, and services were no longer needed.

Officers responded to the scene for runaways, and were notified while en route that a riot was in progress at facility. Upon arrival, Juveniles were running around and trying to fight staff. 14 juveniles were taken into custody for resisting officers. 2 Staff members were assaulted, 1 taken to hospital and also had damage to vehicle. 1 of the juveniles taken into custody started the riot because staff refused to give Juvenile candy. All juveniles in custody were processed by juvenile officer, and then transported back to Millcreek.
