Disorderly Conduct, Disturbance
Upon arrival, Officers were able to convince Juvenile to exit vehicle that she was in when she became loud and irate, calling staff “bitches” and hoes”, then stated she “was going to slap one of these hoes”. Juvenile was placed into custody and transported to JDC.

Caller reported Subject on bike was riding in front of the facility. Upon arrival, Officers were unable to locate.

Disorderly Conduct, Disturbance
Officers responded in reference to several Juveniles causing a disturbance. Upon arrival, Officers took 4 Juveniles into custody for disorderly conduct. A fight then occurred between 2 other Residents and they were also taken into custody. Officers observed 2 Juveniles inciting others to fight and cursing towards staff and police. Another Juvenile that started punching a juvenile that was in cuffs was also arrested. All were brought to JDC.

Battery Second Degree, Criminal Mischief First Degree, Disorderly Conduct
Officers responded to facility in regards to Juvenile physically fighting Staff members. Officers were able to restrain Juvenile and place her in custody, transporting her to JDC during which she assaulted officer and was very combative. Juvenile was transported back to facility where should would later fight and need to be transported to JDC again.

General Information, Terroristic Threatening
Staff advised Officer that Juvenile made a statement saying “When I get home I’m going to kill my mom”. Juvenile stated he didn’t mean that statement, just that he was mad that his mother took him there.

Emotionally Disturbed Person
Staff informed Officer there was a Juvenile walking off the premises; He was there for assessment. Juvenile was located and returned to the facility for assessment.

Sexual Assault Second Degree
Officer received a Child Abuse Hotline Report on August 15 stating that on August 12, Juvenile was asked to go to the laundry room by a Staff member at facility. Staff member handed Juvenile an inappropriate note and asked her to read it. Later in the evening, Juvenile asked roommate to stay up with her due to Staff member, but roommate fell asleep. Staff member took Juveniles glasses out of room and came in and out of the room several times; The last time touching Juvenile over her clothing and trying to roll her over. Staff member was terminated. Staff member was arrested on 9/30/2019 and given court date.

Runaway Complaint call report, Second Degree Escape From Youth Services Program
While en route to facility in regards to runaway Juvenile, Officer located and transported Juvenile back to facility. Juvenile sustained injuries from jumping a fence, and was transported to hospital for treatment. Juvenile was then arrested and transported to JDC.

Caller advised her child (Juvenile at facility) told her she had seen a staff members penis. It is believed that there was possible physical contact with the victim and suspect. The staff member has since been terminated from facility for unrelated matters. Juvenile advised in interview that she performed oral sex on Staff member.

Disorderly Conduct, Second Degree Escape from Youth Service Program
Officers were dispatched in reference to 2 Juveniles escaping facility. While in route, Officer observed 1 of the Juveniles with a Staff member on roadway; Juvenile was transported back to facility and then transported to JDC by Officer. After several attempts locating other Juvenile, on 5/23/19 Juvenile turned himself in and was arrested.

Staff advised an individual in lobby was having a psychotic episode and refusing to leave. Officers advised the individual left with parent to seek assistance in Memphis.

Caller (Grandmother of Juvenile at facility) requested Officers check on Juvenile as the facility had not been answering the phone. Officers advised everything was okay.

Staff advised Juvenile causing disturbance at front desk; Juvenile getting agitated because staff are having a hard time getting cuffs off him (broken key). Officer assisted with cuff key to uncuff Juvenile, no disturbance.

Staff stated she was in a sit down meeting with Juvenile about an incident which took place on 4/18/19; Juvenile became angry in meeting and thew chair at Staff. Juvenile was taken into custody and transported to Crittenden County JDC.
