Officer received a Child Abuse Hotline Report on August 15 stating that on August 12, Juvenile was asked to go to the laundry room by a Staff member at facility. Staff member handed Juvenile an inappropriate note and asked her to read it. Later in the evening, Juvenile asked roommate to stay up with her due to Staff member, but roommate fell asleep. Staff member took Juveniles glasses out of room and came in and out of the room several times; The last time touching Juvenile over her clothing and trying to roll her over. Staff member was terminated. Staff member was arrested on 9/30/2019 and given court date.

While en route to facility in regards to runaway Juvenile, Officer located and transported Juvenile back to facility. Juvenile sustained injuries from jumping a fence, and was transported to hospital for treatment. Juvenile was then arrested and transported to JDC.

Caller advised her child (Juvenile at facility) told her she had seen a staff members penis. It is believed that there was possible physical contact with the victim and suspect. The staff member has since been terminated from facility for unrelated matters. Juvenile advised in interview that she performed oral sex on Staff member.

Disorderly Conduct, Second Degree Escape from Youth Service Program
Officers were dispatched in reference to 2 Juveniles escaping facility. While in route, Officer observed 1 of the Juveniles with a Staff member on roadway; Juvenile was transported back to facility and then transported to JDC by Officer. After several attempts locating other Juvenile, on 5/23/19 Juvenile turned himself in and was arrested.

Staff advised Officers a Juvenile was attempting to harm himself with scissors, & would like police to assist in detaining Juvenile. Officer convinced Juvenile to put scissors down.

Staff advised Juvenile was throwing furniture around room and destroying the facility. Staff advised Juvenile started getting aggressive with another patient, getting loud with staff, and threatened to kill staff at facility. Staff stated while attempting to restrain Juvenile, Juvenile started punching, kicking, and throwing things at Staff. Juvenile was arrested, and while being escorted out, stated “I won’t be back for treatment, no I’ll be back to handle business”. Juvenile transported to JDC.

Staff advised an individual came to her vehicle from the side walk and tried to open her door, then left the property. Upon checking the parking lot, Officers noticed a truck’s doors had been slightly opened. Owner of the vehicle (Staff) stated the only thing stolen was the key fob and her drivers license. Owner later called back and stated she found her missing keys from the report.

Staff advised while trying to move Juvenile to another room because of a previous altercation with another child, Juvenile became combative causing injuries and swelling to Staff’s hand. After interviewing witnesses, Juvenile was arrested and charged with listed offense, and transferred to the Crittenden County JDC.

Staff advised a Juvenile had ran from facility; Upon locating Juvenile, Juvenile stated she did not want to be at facility and was not going back. Officers transported Juvenile to Crittenden County JDC where she was referred to other authorities.
