Methodist Children’s Home operates multiple programs on a single campus. Police responses to this campus often do not identify the program they are responding to. All reports plausibly related to the PRTF or Qualified Residential Treatment Program/Group Home (QRTP) have been included here. Where we can be certain the response was to the QRTP it is noted.

Contact with family (Calls and visit schedule): Clients have regularly scheduled phone call opportunities. The number of actual calls depends on the clients wish to utilize these opportunities. In person visitation (assuming no quarantine precautions) is available every weekend and can be scheduled at other times as needed by the family or guardian.

QRTP – Facility reported resident had runaway; staff informed officers that another resident had runaway before officers arrived; one resident returned while officers were gathering information; staff informed officers that the other resident had returned as well.

While on scene taking the report, Complainant was able to locate the Juvenile inside the location asleep.

Caller advised he saw Juvenile2 start hitting Juvenile1; Juvenile1 then hit Juvenile2 (who fell to the ground). Juvenile1 continued to hit Juvenile2 in the face before being separated by staff. Both were transported to Children’s Hospital; Juvenile2 by MEMS and Juvenile1 by staff. Investigation still ongoing until injuries can be determined.

QRTP – Officers responded to facility in a runaway juvenile report call. Upon arrival, Juvenile1 & Juvenile2 were standing outside. Juvenile1 stated he went to find Juvenile2 when he ran away. Both said they went across the street. Officer made contact with staff who took custody of juveniles without incident.

QRTP – Staff stated Juvenile1 attempted to fight Juvenile2 after asking for an item that Juvenile2 declined. After staff place Juvenile2 in an office to keep them separated, Juvenile1 began kicking at office door; Door was not damaged. Both juveniles stated to officers that incident was over. Juvenile1 stated she had calmed down and no longer wanted to fight.

QRTP – Juvenile2 stated that while playing football with other kids at facility, Juvenile1 kept throwing her football into their game on purpose. Juvenile1 punched Juvenile2 in face and chased him with a rock after Juvenile2 took an “aggressive stance”. MEMS responded after Juvenile2 complained of back pain. Both advised to seek warrants.

QRTP – While en route to facility, officers made contact with runaway juvenile. Officer transported juvenile back to facility. After staff stated juvenile would be moved to a more secure location at the facility, juvenile ran out the back door and jumped the fence. Officers circulated the area with negative results.

QRTP – Juvenile in verbal altercation with other children at facility due to antagonizing him, provoking him to fight. Officer advised residents to stay away from juvenile so he can calm down. After escalating, juvenile threatened “to slit the throat of other juvenile and her mother”. Officer placed juvenile in handcuffs and in patrol vehicle. Officers advised staff that due to making threats against another, juvenile should be moved to another facility; Supervisor at facility informed staff that juvenile did not have to be transported.

QRTP – Staff advised the same 2 juveniles that officers responded to an hour ago were fighting again. Fight moved outside; Staff1 stated that Staff2 went outside to end the fight. Both stated Staff2 did not act in self defense but picked up juvenile and slammed him to the ground. Officers observed juveniles shoulder bone to be poking out of place; Officers called MEMS and notified a supervisor and detectives. Staff2 advised he did that to end the fight and was never punched. Juvenile transported to UAMS; broken clavicle. Officers transported juvenile back to facility; No charges filed but file was sent up for review.

QRTP – Staff informed officers that when they went to check on Juvenile, his window was open and he had snuck out. Missing since 11:00 hours on 12/8/19. On 12/10/19, officers received a call from Juvenile stating he was cold and hungry. Juvenile was cleared by MEMS and transported back to facility to staff.

QRTP – Staff reported they went looking for juvenile but couldn’t find him; Juvenile last seen at approximately 20:15 hours. Staff advised officer juvenile returned at approximately 22:40 hours.

QRTP – Staff advised 2 juveniles were in a disturbance earlier and requested a report be made of the incident. Officers made contact with both juveniles; Both refused medical treatment and both denied making a report.

QRTP – Staff reported 2 juveniles ran away from location at approximately 11:00 hours. Staff stated it appeared that both left through a window; Both have ran away before. Officers circulated area with negative results.

QRTP – Staff reported Juvenile 1 & 2 started an argument and were aggressive towards Juvenile 3 & 4; Nothing physical happened. All juveniles agreed they would try to stop arguing. Officers responded again to facility; Staff stated she caught Juvenile 3 in his room with cigarettes. Juvenile 3 stated he was going to run away due to being stressed out; Juvenile 4 convinced him not to run away.

QRTP – Staff stated 3 residents got into physical disturbance with Resident1. Resident1 had repeatedly called the others derogatory names; 2 of the residents stepped on Resident1s foot and one resident punched Resident1. Resident1 refused medical. Officers advised warrants.

QRTP – Caller advised he and Juvenile got into verbal argument. Caller stated Juvenile punched driver side window of vehicle; threw a rock at vehicle; then from a distance Caller could see Juvenile hitting vehicle but didn’t know what he used to hit the vehicle. Officers observed dents on several parts of vehicle. Another juvenile stated he saw the incident occur. Caller was advised he could seek a warrant for the incident.

QRTP – Staff advised that at approximately 1600 hours, juvenile jumped the fence at facility. Staff advised juvenile had runaway in the past, and might be headed towards his parents house. Juvenile entered into all systems as missing.

QRTP – Staff advised 2 Juveniles had been in a fight around 1815 hours. After de-escalating situation, Juvenile 1 continued to be aggressive towards other juveniles. Juvenile 1 got into another fight with 2 others after they were attempting to break up the fight, no visible injuries though. Juvenile 1 was transported to United Methodist Behavioral in Maumelle.
