Staff requested officer to Millcreek (Magnolia Hall) due to juveniles hitting staff and 3 juveniles missing from facility. Upon officers arrival, there was no disturbance in halls and they found the missing boys.

Staff advised officers that some of the residents were trying to fight with the staff (at Magnolia Hall). Staff advised they had the situation contained at this time but if officer could show his presence to keep the residents from acting out again. Officer stayed on scene while they had several residents change rooms.

ICF – Staff reported a staff member was hitting on a juvenile, and that the juvenile had told staff about the incident (occurred on 2/13/22). Staff stated she called the Hotline and they took the report.

Staff reported juvenile was fighting peer and staff stepped in to break up the fight. Staff stated when staff tried breaking up the fight, the juvenile turned around trying to fight her. Staff stated she called the Hotline but they refused the report because it was resident against resident.

On 2/14/22 at approximately 2259 hours, officer was dispatched to facility for escapee. Staff stated juvenile was last seen around 2215 hours. On 2/15/22, staff advised PD that juvenile had returned around 0623 that morning.

Staff called to report a runaway juvenile at 2036, stating he had ran away about 10-15 minutes prior. At 2100, staff advised they had caught the juvenile.

ICF – On 1/11/22, unknown caller from Millcreek reported that someone was stealing money and hung up. On 1/19/22, staff called to report she had an employee that stole money from children at the facility. Staff member stated that LR got approval from clients to use some of their money for Christmas gifts for them. Staff stated when they inspected the clients rooms, they didn’t find any of the items that were supposedly purchased for them. Difference in money spent and returned: Client 1 ($37.19); Client 2 ($329.70); Client 3 ($522.71); Client 4 ($141.97). On 1/20/22, Officer made contact with Program Director, who stated Millcreek reimbursed client’s money on 1/17/22. Program Director stated in Dec 2021, he advised all employees that had taken money out for residents gifts needs to return all unused money so he could close out the books for the year. All staff complied except for LR. Staff stated the only client’s money that was taken and no gifts were purchased nor the money returned was in the amount of $3500.00. Millcreek reimbursed client’s money on 1/17/22. On 1/28/22, Officer had a felony warrant signed for LR for Theft of Property.

Staff reported missing juveniles at 1739. Staff could not provide complete descriptions. Upon arrival, staff stated they had both subjects in custody (at approximately 1755).
